Yes, genuinely — a double storey home introduces significantly greater loads than a single storey equivalent, which your engineer accounts for through appropriately increased reinforcement, thickness, or foundation system choice.

This doesn’t necessarily mean a fundamentally different foundation type is needed — often the same general system (waffle slab, for instance) is used, just designed to a more robust specification suited to the higher loads.
