A genuinely thorough report typically includes both — the final specification (dimensions, reinforcement, materials) needed for construction, alongside a design summary explaining the key reasoning and assumptions behind it.
If you’re genuinely curious about the “why” behind your design and it’s not clearly explained, it’s entirely reasonable to ask your engineer directly for a plain-language walkthrough.
