Yes, genuinely — a knockdown rebuild site often has existing site history (old footings, disturbed soil, prior fill) that a fresh block doesn’t, all of which your engineer needs to genuinely account for rather than treating it as untouched ground.
A fresh soil report is still required either way, but your engineer interprets it alongside the site’s known history on a rebuild.
